The Hong Kong Special Administrative Region's Legislative Council functions as a mini parliament with the authority to create and amend legislation for the region. Nonetheless, electoral processes for this assembly have witnessed a notable absence in substantive competing voices against a backdrop of major governance transformations in the last decade.

Following the 1997 handover, a framework of a dual-system arrangement was put in place, vowing that Hong Kong would retain a measure of self-governance. In the years since, observers note that democratic rights have been increasingly eroded.

Key Milestones and Shifts

In 2014, a proposal was put forward that would have allow residents to choose the Chief Executive. Notably, the selection was restricted to nominees vetted by central authorities.

During 2019 saw extensive protests, which featured an episode where protesters accessed the legislative complex to demonstrate against a proposed legal amendment.

The Consequence of the NSL

Enacted in mid-2020, the security legislation provided unprecedented powers to Beijing over Hong Kong's internal matters. Activities such as secession were criminalized. In the wake of this law, every major democratic party disbanded.

The Current Electoral Process

LegCo elections are considered Hong Kong's key electoral exercise. But, laws established in recent years now stipulate that only candidates deemed "patriots" are permitted to run for office.

Voter Behavior
